Cell standby draining battery

I am using Moto e3 power, marsmallow. I have tried resetting the phone to factory settings twice to no avail.

Rebooting temporarily solves the problem. But once i activate mobile data the problem reemerges.

Booting in safe mode, cell standby does not drain battery.

I would also like to add that, it stops when the phone is charging
