Custom volume settings

I live in an area that tends to get severe weather, and I'd like my phone to loudly alert me if there's a tornado warning, regardless of if I have the volume set high or low or off. I know this can be done because I have an alarm clock program that loudly plays alerts even when I have my phone set to just vibrate.

So, I guess I have two questions:

1) Can I set a single specific application to be at loud volume even when the phone is on vibrate?

2) Is there a weather alert app (even one I have to pay for) that will do that by default, I.E. it will loudly alert me even if the phone is on vibrate?

It has to be in the weather app itself unless you want to build a weather app or find a volume hack
