data flickers on and off quickly

Hello,
I've had the Droid 3 for a few years and suddenly the data will stay up for a split second and then turn off for 5 seconds when data is enabled. Signal does not make a difference and no programs that could do this are enabled upon viewing processes.
Tried restarting the phone numerous times and scanned antivirus.

Would anyone have any ideas?

Perhaps your sim card is going bad? Have you called your carrier and asked what they think it might be?
