Data Usage settings hangs with "settings isn't responding"

While checking my data usage I tried to change the cycle to the 27th in order to see one day's usage.
The setting got stuck and since then, I cannot access it anymore as it immediately hangs every time I try.

What I tried:
Force stopping the Settings app -- didn't help.
Rebooting -- didn't help.
Rebooting into safe mode -- didn't help.
Clearing Network Settings -- didn't help.
Cleaning the cache partition -- didn't help.

It was working fine until I tried to change the data cycle.

Please help!

I think that a factory reset will require many hours of re-configuring all the settings and apps to my preferences, so I would rather avoid doing it.
