same issue. I have tried everything including odin flashing a stock rom. after the flash I was able to download apps again. All my paid apps are gone. If you go to My Orders & Settings you can see all the apps that have been downloaded. (paid for and otherwise.) Google play tech support recommended that i get a new gmail and request the devs to switch my paid apps to the new account... F*CK that. I can still download so I have been requesting refunds from ALL dev's that I have purchased from. so i can repurchase that app in hopes that I can rebuild my purchase history. Im hopping problem will be resolved soon. FIX YOUR **** GOOGLE...:'(
 
Hi all,

OK, I wanted to add my name to the list of people that are subjected to the RPC issue.

My issue is that I have 6 Android devices.

Samsung Galaxy S II Sprint (SPH-D710)
Asus TF300T
Nexus 7
Google Smartstick
MK808K (2 units)

I sent my Nexus 7 in for replacement and just got it back, but I can't bother to take it out of the box until this issue is fixed. It won't get updated when I restore the data from Google with this issue in place.

I have tried the new account thing and clear everything I could and actually it made things even worse, because now it lost all my purchases and magazine subscriptions (or maybe that was gone too and I never realized it).

Also, the problem also affect the My Orders using the website and not the Play store app from a device. I wen to Google Play from my PC computer and now My Order is getting an error!

So any ideas on how to restore an account when you have multiple devices?

PS Talked to Google again and this time the Apps department and the girl I spoke with (Audrey) is sending the issue to Tier 3 level support. I have to wait 48 hours for an answer which I doubt they will be able to fix it. And I am not about to give up on hundreds of dollars of app purchases and magazine subscriptions, books, movies.

Why can't Google just restore the account from a backup, or do they really backup these accounts? These low level people say it's not done.

That they might create a new account but they can't move over the purchases? The low level people should have answers to these questions since this has been first reported in February 2013!
 
On another forum, I posted my feelings about this atrocious and unprofessional misconduct by Google. The question I posed there is the same one I'll pose here.

Has anyone got any thoughts on how this issue can be escalated so that it becomes a mainstream issue?

That's the only way that I can see Google getting off their effing arses and doing the right thing about this behavior: behavior which is, of course, tantamount to fraud. (They've taken my money by way of both commissions on sales and advertising revenue, and are failing and/or refusing to provide the service for which they've been paid.)
 
just tried this as ive treid all the other stuff which did not work. but this way has sorted the problem:) all working great i followed those steps and i have a android 4 and the market place on mine was something frame work . cheers am well happy do this as you say and all is great. was up till 7am trying to sort it and it just took 5mins to do.

That's because Google fixed the problem finally this morning between 7a-10a EDT. A simple reboot finally got my Rezound working and the Play/Download Manager/Framework clear with reboot fixed my tablet.

Most users now report that the problem is gone.

On my Galaxy S3, I do the following:

Click on APPS/PlayStore Hit your MENU button (to the left of your home button) The popup menu has HELP at the bottom.

Click HELP. Scroll down and search "troubleshooting download issues" Read and follow instructions.


Or, you could do what I do: Settings/Storage/UNMOUNT SD card and then MOUNT SD card.

That fixes it for me, the two times it's happened.

When all else fails, read the Help menu of Google Play Store and follow directions, I figure.

I am having the same problem. I tried removing and re adding the account but that idn't work. ; ( in my tablet android anyone help me

Did the following and it worked for me on the Galaxy S3 (stock rooted):
Uninstall updates for Google Play Store
Clear cache/data and force stop Google Play Services, Google Play Store and Google Services Framework

I briefly ran into "no connection" errors with Play Store after it updated itself again but that seems to have been a random unrelated issue as it started working again a few minutes later.
