File keeps modifying its own value?

MY DEVICE:
SPRINT 4.4.4 (KITKAT) Galaxy S5

I was trying to enable wifi tethering on my device, I tried guide after guide but came down to one core problem- the file 'tether_dun_required' located in system.db keeps modifying itself without my interference. No matter how many times I change it's value back to 0, whether I reboot or fail to do so, as soon as I try to enable hotspot it's back again. Help?

Do you need to change the r w permissions on that file before attempting to modify it?
