G4 started turning on location randomly???

Hey there, I have had a G4 running Android 6.0 for about a year and a half now. Lately I've noticed my location settings being turned on and off at random, for just a short time. I have it all set to "off" but thAt doesn't seem to matter. I can't seem to find which app is doing it, any suggestions? I already verified location history is off in Facebook and Google Maps.

How do you know Location is turning on and off at random? Do you see the Location icon (i.e., the round pushpin icon) appearing in the status bar intermittently?

Go to Settings>Location and tap Menu>Scanning -- is Wi-fi or Bluetooth Scanning turned on?
 
I can see the location icon at the top and I can see the location is on in the settings. I can watch it then turn itself off. No Wi-Fi or BT scanning is enabled.
 
You could try going to Settings>Apps, tapping Menu, then Reset All App Preferences. I believe this will reset all app permissions as well, so as you start using apps, you'll have to grant permissions again as they are needed. Hopefully, if you universally turn off permissions (including Location permissions), the culprit app will stop doing this. As you start using your apps again, watch carefully to see which ones are requesting Location permission.
