But see, we don't know how many actually were sold. Yes, there have been very few people on forums like these who successfully ordered one, but that doesn't mean that there aren't tons of people who don't frequent these forums that were able to get one.
Anyway, it's fairly commonplace for preorders on new gadgets to cap at a certain number. That's nothing new. It happens all the time for particularly desirable gadgets. Whether it's done purposely or not by the company in order to generate a buzz, that's hard to say, but it's nothing new in the tech world.
As far as Apple goes, they know every time they make a new iPhone, they're going to sell millions almost instantly. I'm sure the iPhones are mass produced very rapidly. Nexus devices, on the other hand, are a very niche phone. Most average Android users will gravitate to manufacturers like Samsung, HTC, and Motorola. Previously, Nexus devices were often regarded as "developer devices", and most people really only knew about them if they dug deep enough to know they even existed. Granted, Google has been working over the last few years to make the brand more main stream, but I think Nexus devices still often get overshadowed by some of the more well known flagships out there. What I'm getting at is, it's probably difficult to gauge demand for a Nexus phone compared to an iPhone. Especially because the 6 is not only more expensive than the previous two phones, but also has a 6" screen, which still hasn't become a generally accepted thing.
There is ZERO excuse from Google treating their customers this way. Imagine going to the Apple store, you wait in line, they open, they give the first 3 people in line a phone, then just say try back later we are out of inventory. The crap-storm that would ensue would be epic. Google needs to be held to some sort of standards, this is not their first time launching a phone. So far no word out of Mountain View, and nothing from the tech blogs is just ridiculous. Is the Google-aid really that strong? Wasn't this supposed to be a pre-order? I wasn't aware there was a finite numbers of pre-orders, it is not like we are buying concert tickets.
