Settings >Apps >All. Scroll down to Google Services Framework. Click it and clear data. Then go to Settings >About Device >Software Updates. I just did it and got the OTA update. St. Louis.

Do it several time if the first try don't work.

I just did Framework trick and now my ota worked I have 4.4 now . So far when you click buttons it make a different sound and wifi signal is orange in the settings

update available here in ga...my battery is too low but it shows that I have the system update available....finally prompted after clearing data for system framework..did this about twice
