how do i fix my phone asking me for a pin in safe mode?

i downloaded some app that wont let me do anything on my phone at all. no main screen etc... just a false fbi warning. i got my phone in safe mode and its asking me for a pin. i tried 1234,1111,0000. what do i do next?
