If you can't get the Recovery Mode menu... When you are in the Recovery Mode with "No Command" in the middle with the open Android, just press and hold the power button and press the up volume button. ( Google Nexus 4 Recovery Mode )
I have the exact same issue too.

As said above, problems with Play. Resetting google account fixed that... but overall the phone is now BUGGY!!! Is that the official OTA for sure??
Update sucks... it went through update but the Phone Icon that was on my dock was removed and replace with a phone icon which is dead and really points to CONTACTS.
And there is no Contacts app in my drawer anymore... guess I lost all my contacts :/
Will have to figure out how to restore my Contacts app (It was called People before right?)
There is a new app called Keep though in the drawer.
Sucks.
Yes, for me my "PHONE" shortcut disappeared too... but contacts are still there.... WEIRD. Also facebook stopped pushing... had to uninstall/reinstall it... wtf is this update?!

I get to the command prompt : abd sideload update.zip
but in cmd it cannot read sideload.
Any suggestions?
After entering "adb sideload update.zip" in command I get * cannot read 'sideload' *

[Edit] I used the update package provided from a different site for Nexus 7. Not the Nexus 4 one fyi
And you expected that to work why?
Try to type "adb sideload update.zip.zip"
