I know this is an old thread, but it is the top result on google, so I will post my findings here.
For starters, I have an AT&T Galaxy S4 (SGH-I337) on baseband FB1. What I wanted was a secure (pin,pattern,password, etc.) lock screen with weather and notifications (missed calls, emails, texts, etc.) I've looked in to it pretty extensively and without flashing a custom rom, which in my case can't really be done as my boot loader is locked, it is not something that can easily be accomplished natively in the UI. Simply installing a third-party lock screen and disabling the stock lock screen is NOT secure; every third-party lock screen I've tried (GoLocker, NiLS, etc.) can be easily bypassed by restarting the phone.
I have, however, found two solutions / work-arounds:
1. UNROOTED method:
Configure your stock lock screen with the desired secure lock method. Install your third-party lock screen of choice (yes, I know I just said they are not secure and easily bypassed - bear with me), configure the third-party lock screen with NO security and DO NOT disable the stock lock screen. Configure all the notifications / widgets / shortcuts you want in the third-party lock screen settings.
The end result is an initial lock screen that has all your notifications and widgets on it, that can then be easily swiped away to a screen where you can input your pin / pattern / password. Of the lock screens I've tried I feel GoLocker works best for this method. TIP: For a more contiguous UI experience set the wallpaper for the third-party lock screen and the wallpaper for the stock lock screen to the same image.
2. ROOTED method:
Configure your stock lock screen with the desired secure lock method. Root your phone (if not already rooted) and install Xposed framework (information on how to do this can be easily found on the web). Download, install and activate the "Lockscreen Tweakbox" module for Xposed and tick the "Allow Notifications" checkbox under the "Statusbar" section of the settings.
The end result is the standard secure stock lock screen, but with a notification bar that can now be pulled (swiped) down. This is the method I am currently using and have my status bar configured so that I can see my weather, missed calls, emails, texts, etc. with a simple swipe down on my lock screen.
I feel that, despite not being true, unified solutions, both of these methods work fairly well and accomplish the desired result. I hope this helps.
