Missing swipe features

I recently started having issues with the latest update for my Note. I'm not sure exactly what's been triggering this either so it's been driving me crazy. I will lose functionality of the pulldown menu and the recent app swipes. I will add a screenshot with the actual icon missing. I normally have those hint bars disabled but I added them to show what's going on. Anyone else experience this?
