Network Locked Sim Card inserted, what is the problem?

Network LOcked Sim Card inserted

I bought an unlocked Samsung Galaxy nOte 4 and took the sim card and sd card from my old S III out and put them in the Note 4 and I get the above message. The phone was bought as unlocked - whats the problem?

The SIM card is locked. Ask your carrier for a new one. If that doesn't fix it, the phone may not be unlocked (although the message n that case should be asking you to enter the unlock code).
