Nexus 6 Android OS using insane amount of data

Android OS is using an insane amount of data and I'm not sure what's going on. Since I got the warning I switched to wifi, about 2 hours ago, since then it's used 400mb!

I'm not sure what could be causing this. The other day I tried flashing a rom but it got stuck on the roms boot animation. After that I re flashed the factory image.

Also, my phone wasn't receiving some calls so I did "Get PDP List" and switched the band to United States although I'm not sure if they would affect anything.

It may still be going through a set up. But that is a high amount of data to be used. Did you reflash the stock ROM through the bootloader?
