Notification Icon For Sound Toggle Isn't Working

[AC Question]

I recently flashed a new 4.4.3 build and the icon in the notification bar isn't working. Previously, tapping this icon toggled through the sound modes (silent, vibrate, sound, sound + vibrate). Now, tapping the icon just makes my phone vibrate and doesn't cycle through the options. Is this new expected behavior? Thanks in advance.
