Odd LTE issue

I've got a Rezound, my first 4g device. I understand signal bars don't indicate data strength but they usually coincide w/ voice more often than not anyhow.. When my LTE signal drops below -90, whether browsing or using an app., my 4g data connectivity just comes to a standstill while loading/ working and hangs in limbo until it goes above -90 again. It never switches to 3g when this occurs. Is that a normal occurrence, I thought data would improve as the LTE signal went lower. I'm in CLE, OH, which is a strong coverage area, for both 3g/4g, so this makes no sense whatsoever. My first thought is, my radio is defective or am just I wrong about how data works over LTE?
