Your conclusion seems to come more from a preconceived notion that you had about the camera because of its lower megapixel count, and thus reading the review in such a way to support that notion, than to be actually supported by what the review says.
The AC review was the first full review I read of this phone, and I was interested in it largely for the stuff about the camera, because basically everything else I knew I liked. I didn't come away from the review with the same conclusion you did, I came away from the review thinking basically what I thought from the beginning. Because of the smaller megapixel count, if you really zoom in on the pictures and stuff, you will certainly lose a lot of quality. However, for the purposes the VAST majority of people use pictures taken with their smartphone, it would be just fine, and maybe even better. I could probably count on one hand the number of times I've used pictures I've taken with my smartphone for anything other than posting on Facebook/Google+/Twitter etc... or sending to someone via MMS, and I would say in probably every single one of those instances it's because I took a picture that turned out really good and I wanted to use it in some other fashion, not because I went into it expecting to do so. If I'm taking a picture to be printed out or some other usage case than those listed above, I have DSLR that will give me a much better picture.
You also say that pretty much every review you've read makes the camera out to be bad or poor or whatever, but I again haven't seen that to be the case. I would encourage you to read the review on Anandtech. It's nothing if not thorough, and has plenty to say about the camera, the vast majority of it very good. I came from that review, and from a number of other reviews or just comparisons of the camera with the impression that camera works quite well for what most people are going to want it for.
