I’d say 80% of the time yes, when comparing to my current phone (iPhone X) the photos always look washed out and over exposed from both cameras. Occasionally it gets it right but it’s the majority of times. My friend also bought the Note at the same time as me and his is the same. The selfie camera is next to useless (from my perspective) and I have to spend so much time trying to get the right shot with the rear camera I end up giving up.
I just tested it on a display model on a mobile phone store and it’s exactly the same on that as well ������������*![]()

If you watch this video review from 3:30 onwards, you can see how the iPhone is much better in the selfie camera at retaining the sky and clouds, whereas the Note9 blows out the sky completely. This is the same thing that happened to you in your example pic. However if you watch the rest of the video, you can see how the Note9 performs much better than the iPhone X with the rear camera especially in low light images where the difference is huge.
