Yeah...I got one of those the other day
 
So I sent them an email this morning as a reply to their latest "we're still waiting for Samsung". I wrote "Is it normal to wait this long? It has been one month, and one of the main reasons I ordered from Samsung.com is because of the Rakuten cash back." 4 hours later I got a reply "Great news! We were able to verify your order from Samsung and have added Cash Back to your account." Got the $63.00 in my account. Because of my delivery issues and having to cancel and reorder on March 11, it was only at 6% when I reordered instead of the 10% when I first preordered, but at least the wait is over!

I don't know if my email made this happen or just an amazing coincidence.

So don't give up hope!
 
I sent Rakuten email yesterday saying to resolve this long pending ticket and credit the cash back as promised or else I’m not going to use the service again. I gave them enough time to correct this

And today

‘Great news! We were able to verify your order from Samsung and have added Cash Back to your account.

I just got a notification that Samsung couldn't verify my order (i.e. Rakuten doesn't get the credit) but they gave me the cash back anyway.

Weird considering I purchased through the app on my phone, but happy I got my $80.
 
They honestly seem to be honoring everyone that sends a follow up email wondering what happened. I sent my response after purchase passed a month and they later sent email saying they were giving me a credit. Really honorable.

I sent a email reminder to my ongoing email with them. They finally gave me the credit though they never heard from Samsung
