Samsung Galaxy S4 - Help! Notifications don't work!

So I beleive this happened after 4.3 update. For some reason, my Facebook, Tapatalk , and Twitter notifications are not working. Only those 3 apps are not working properly in terms of notifications. For Twitter, I've tried using a different twitter app (Tweetings) and checked for pushed notifications but it still doesn't work! Anyone else having this problem or know how to fix it? I don't know if what broke my notifications was 4.3, or my Galaxy Gear, or maybe it's something else. Someone please help!
