Yes it's when BT is on but there's not much point in having a smartwatch with BT off as most functions will not work.

Yes it is. I measured 0.1-0.2 mw/m2 when it's off which is completely safe.

For me, I think wrist-radiation is the least of my concerns in this dangerous world. If the Sweet Lord decides to take me because of my choice in wristwear, so be it. I've been redeemed and I'm ready.
