The phone was released with GB 2.3.5 and then updated to 2.3.6 because its very stable. I don't know what percentage of folks root/download ROMs to their Android phones but my guess is not a majority. Samsung gave those people a phone that works very well with the services provided. The GNote is pretty slick and for the most part forced closes don't occur.
I can tell you because I have had both ICS leaks on my phone, Samsung wasn't ready to release ICS to the masses at that time. The first release was buggy with a lot of FC. The 2nd is alot better, but I got more FC then you get on stock GB. I do not blame Samsung for wanting to get it right. I can guarantee you it's not from lack on trying that Samsung hasn't given it to you yet - but if it's not ready for prime time - my guess is the majority of folks would rather wait a month or two and be sure their GNote remains the great phone it already is with GB.
