THE FILE EXPLORER SOLUTION WORKS
I had this same issue on my Galaxy S7, and after reading this forum I went and downloaded ES File Explorer File Manager (although I'm sure any one would work), selected it as the default method when I tried to change my Twitter notification sound, selected the sound file I wanted, and then uninstalled the app.
Actually no it doesn't. Confirmed here and on multiple other forums. Twitter needs to fix this or there needs to be a reliable workaround.

I fail to see how using es file explorer will help as when in twitter settings it doesn't bring up apps to use as I stated earlier.
Not prepared to download a file manager when Twitter should be fixing it.Previously, clicking the ringtone setting brought up the default list of notification sounds. After downloading a file manager, clicking the ringtone setting gave me a pop-up to select my default media selection app (stock media player or the file manager). Choosing the file manager opened it, allowing me to go through my files to find the downloaded mp3.
