I've read posts from other users that have seen that weird behavior. Does your phone have an SD card present? Seems like that was a common factor in most reports.Anyone else get this? What could it mean?

There is one suggestion located in the following thread listed below via rooting your phone (I personally don't know as I have not tested this scenario but am confident that this might be the permanent solution). This thread will also make mention that you can "Force stop" the SDM app in the Application Manager and that this will stop this from reoccurring in which is NOT true at all as it's not exactly as simple as that scenario. Otherwise I'd say that you (both) have an app installed that's causing this to happen. You could try booting into Safe mode and see if the issue goes away - if it does then some app is at fault.

The recommendations I've made to contact the FCC have been in cases where a carrier is refusing to unlock a phone so that the user can move to a different carrier. rubbish update this one, phone is now crap.
My only real gripe is it broke the folder actions that was fixed in a previous update (the 4.1.2 maybe?). I use folders on my home screen with my most used apps. When I open an app in the folder prior to 4.3, when I exited the app or pressed the home button, it would return to the home screen, with the folder closed. Now after the update, when I return to the home screen, the folder is still open. Just takes another tap of the screen or home button to close, but an annoyance nonetheless.
Is anyone else experiencing this, or know of a way to resolve the issue?

Perhaps if you use a 3rd party launcher?I have found the same issue and can't resolve it.
