I can understand rolling the updates out in stages. Most people do not care or even know. But for those of us who do track things, that "check for update" button should pull the update down, not just be a fake button. I seem to remember around Android 10 or 11, that Google promised it would be an actual, working button, but they have removed its functions. Part of buying unlocked from Google was supposed to be avoiding carrier interference.
I was very down on Google/Pixels based on my experience with the P6 for the first 6 months. Then it got better. I wrote on another thread just recently that I was pretty happy with it now. But this update experience is making me think that for the first time in 10 years (since Nexus 5) my next phone will not be a Google phone. The most important feature to me was to always have the newest/latest software. Before that Nexus, I hated that there was new software out there that Motorola (I was a Droid guy before) that I may or may not get. Avoided Samsung for a long time due to the same issue. But now Samsung does it better than Google.
