Why are my notifications on silent when I swith my phone to loud?

Hi,

So my issue is that when I switch my phone from vibrate to loud, my notification volume stays at silent. I have to manually turn it up and it's annoying. Does anyone know why this is happening? It must be a setting or something. I just got the new Note and transferred everything from my S8.

Try just rebooting the device

That did not work. I tried that right away.
