Why did only one phone ship

[Android Central Question]

I ordered 2 note 9's on the 10th. The first one I ordered did not ship and is still in progress status. They were both blue 512gb. I don't understand AT &T shipping method. Got up this morning and checked again same thing. I thought preorder was so you could get your phones first. When Will they ship
