Why do I have a lag when watching 4k videos I took from Google photos to Chromecast on 4k tv?

Lag when watching 4k video I took from Google photos to Chromecast on 4k tv

I was wondering if anybody ran into an issue of when watching videos you took in 4k ( if you have 4k video on your phone, I have a droid turbo) that it would jitter or lag like their is a glitch in the matrix lol. I wanted to know if anybody knew the reason why this was happening or if it's because it's streaming. Maybe downloading the video would help?

I've only noticed this issue when steaming. I have a 4k wedding video of me and my wife, which is stored in my Google Drive. If i stream it to my chromecast it jitters, but if I download it and leave it on my phone it plays seamlessly.
