Why doesn't Windows 8.1 recognize my Galaxy S6?

Windows 8.1 does not recognize my galaxy S6

I have a dell computer with windows 8.1 and when i connect my galaxy S6 I get a message USB device not recognized. When i look at the device manager I see device status:
Windows has stopped this device because it has reported problems. (Code 43)
A request for the USB device descriptor failed.

If i plug it into another Dell with windows 8.1 it has no problem recognizing the phone. I have tried to uninstall the device and several other fixes but with no success.
