Chromecast device not showing up in iPhone's wifi listing

My iPhone 5 with iOS 8.4 doesn't see Chromecast under Settings > wifi. I did a factory reset on the Chromecast device. I installed the Chromecast app and was walking through the setup instructions from the app. The instructions say, "Go to your iPhone's Wi-Fi settings and select your new Chromecast. Look for the same device name you see on your TV screen."

The name I see on my TV is "Louise's chromecast," but when I go to settings > wifi on my iPhone, that is not listed, nor is anything else called "chromecast" listed there.

I don't have an iPhone, but here goes.

Chromecast is not an access point, so I don't see how it would show up under the phone's Wifi settings. Does Chromecast show in the Chromecast app?
