Wi-Fi is not turning off, is stuck on "turning WiFi on". How can I force it to stop?

I have a nexus 5 (android version 5.1.1). I have restarted the phone but the problem persists. I have restarted it in "safe mode" to, and nothing.
This is not allowing the phone to find WiFi connections so I'm only using data now.

I do not want to reset the phone.

try restarted it. it's like turning it off. if that doesn't work pull the battery out
