"OK Google" with screen off, and not charging?

Has anyone gotten this to work? i have tried and "OK Google" works fine at lock screen and in the phone homes screen and in any application. But when the phone is just sitting there not charging, with the screen off "OK Google" does not work. Is this buy design?

It is. There's no way to activate Google Now unless the screen is active or charging (I believe some Moto devices allowed this and maaaaybe Nexus, but that's about it). I think the only one that you could use would be Samsung's S-Voice.

There's a setting to make it active with the screen off(or any screen) i can get to from the settings in Nova Launcher but it doesn't stay on for some reason.

It works for me (N4 VZW MM) with the screen off/not charging and has with both LP as well as MM. Make sure you have the "Trusted Voice" toggle switch on. Also, might want to try deleting and retraining your voice model.
