Need Some Help

Alright, I have a this Tab. It's not rooted. It's not charging on the plug or from a computer. I thought the battery was dead. So, I just replaced the battery and still nothing. I've tried holding the Power and the Volume Down together. Nothing. I tried Power and the Volume Up. Nothing. I tried the Volume Down. Nothing. I tried Volume Up. Nothing. On all of these, I held the buttons for over 15 secs. But, when I held the Power button by itself for over 15 secs, the screen would pop on for a few secs and shows a discolored screen with vertical and horizontal lines. And then, turn off. I don't know what's going on. Can anybody help me out? This Tab has been down for awhile. I don't know what version of software is on it. It could be Jelly Bean.
