I have a Toshiba skullcandy chromebook from 2015. My Samsung has a global plan through verizon and I want to use the phone as a hotspot when overseas

You'll need a mobile data connection through some carrier. Turn on the hotspot in the phone and connect to it with the Chromebook the same way you'd connect to any other router. (The hotspot in the phone turns the phone into a router with mobile data as the internet connection.)
