Why am I unable to download or update apps on my S6 in the Playstore?

problems with S6 Playstore, downloading or updating apps

I bought a new Samsung galaxy S6 32 GB two days ago,
The phone and all its functions are functioning normally except I am facing problems with Play Store, I go to the store and check the Google apps (maps, Google Chrome…) they keep on updating but never starts the update or download anything.
The other problem is that I can’t download anything from the store, any app I chose and download does the same thing. The screens tell me that its downloading but the download never starts.
The android version I have is the 5.0.2

Welcome to Android Central! Go to the App Manager, select Google Play Store, and Clear Cache/Clear Data, then Force Stop. Do the same for Download Manager. Now try again.

If that doesn't work, go to Settings>Accounts, remove your Google account completely, then add it back and try again.
