issues with Data connectivity getting notifications

I do not know what is causing this issue but I could be at work with full bars 4G and I do not get notifications on my phone unless I get home and my S7 gets connected to wifi and all of a sudden I am bombarded with all these notifications from my apps, facebook, outlook, slack, etc.. This also happens when I am out and about and once I connect to a wifi, all my notifications start coming in. There are a few times it happens on LTE but it is not instant, it is like they pile up and finally get through.

Is there a setting I can check and see what is the issue?

Did you disable background data?

I dont think I did, where under Settings can I check for this? Thanks
