All notifications from this app are blocked

I have at least 1 app that I see this when I try to turn on Notifications for it. It is grayed out and this message comes up. I have a screenshot attached.
I saw in another forum that many other people are seeing the same thing with many other apps. Some say it started after the September Samsung update.
Does anyone else have the same issue? Find a fix for it?

Oh I'm sorry lol I thought u seen this within an app

This is with in the app settings?
If you long press the app then tap info>notifications what do u see?

No this is within Settings>Notifications. App Notifications>ASAP(But I have to make that screen 'Show System Apps'.
Only then is ASAP in the list of apps.
BUT, the button is off(Screenshot attached).
If I turn it on, close the screen and reopen, the button is off again.
If I press on the title ASAP, it brings up the screen of the first screenshot I attached. That button is grayed out.

If I long press the app>Info, the screen that comes up is the App Info screen and there is no option for Notifications on that screen.

I have uninstalled and reinstalled the app also.

So when you long press the app>tap info >tap notification you should see these options and then tap notification categories

If it doesn't allow them the app doesn't allow it to be charged and would have to contact the app developer

Same can't do nothing with notification
They probably changed something or needs an update or give you notifications to the phone number that's on file

On my Pixel the app says it doesn't even send notifications. It might be the Samsung update but Permission issues have been popping up in all sorts of apps for even non Samsung devices for like 2 months now.

The app used to give me updates on the status of my order.
It stopped a while back.
It's a food delivery app.
