My friend told me to do a "battery table reset" but Google showed no relevant results, so I decided to suck it up and factory reset my phone.

It still charges slow, but now I effectively have no data plan (my monthly data renewed today and I still have the problem). Internet over wifi only works at my apartment where I have a really fast speeds. If I go anywhere else, wifi is garbage (when it used to work before the reset).

I saw a previous thread in 2014 about internet speeds being slowed after a reset, but I didn't see any resolution. Any insights?

Welcome to Android Central! Regarding the wi-fi issues, see if Google Connectivity Services is installed and updated.

For mobile data, have you asked your carrier? Have you checked to make sure your APN settings are correct?

I'm going to call Tmobile tomorrow. I looked into the APN thing, and only one of the fields needed to be changed. I turned off wifi, and it still took a while to get regular things to load.

It might be Tmobile's fault because I made some phone calls (father's day), and I had garbage signal in my apartment when I've never had this problem before either.

Yes, there might be a problem with the local tower. Does it work better if you're away from home?

Also, check your phone's settings to see if there's and "Enhanced 4G LTE" option. Is it turned on?
