Google Assistant Needs Phone Unlocked to Turn On/Off Lights

[Android Central Question]

I have a Samsung S10 and a Mirabella Genio light bulb that works if the phone is on but commands when the phone is off with google assistant needs the phone to be unlocked with the finger print sensor but it wasnt long ago about 3 months I was able to use it without unlocking it. I did a factory reset before I installed Kaspersky antivirus for a clean install and now that I have re-setup everything I cant find the setting to disable having to unlock the phone to turn lights on or off or routines, I have done the most obvious things like train my voice to the assistant and enable the assistant to be used even when the phone is off and locked.

I'm in the same boat with both my s10 and tab s6. I figured it was just the way it was since both devices were the same.
