If I still owe $300 for Device Payment Plan, can I use $300 VZW gift card to pay it off completely?

Actually, they are three $100 physical Verizon Wireless gift cards. (total $300)

Once paid off, I also want to disconnect the line and port the number to Google Voice.

Am I correct in assuming this is how it should be handled properly?

(1) call or go to a Verizon store and pay off the $300 balance, but do not disconnect that line

(2) start porting process on Google Voice(which I've done before... Google charged $20 for porting in a mobile number)

(3) once Verizon ports the number out, they automatically disconnect the line

(4) I pay off whatever prorated monthly plan fee remains on that line(since I still have other lines on the same account, it will just be part of that month's statement)

Thanks!

Device payment plan must be paid off all at once, if you wish to pay early.

But since you plan to port out anyway, assuming that this is your only line, I would just port out, then the dpp balance and prorated service would come on a final bill. You can use the gift cards then to pay the final bill

Let's say I bought a new phone using Device Payment Plan on Sepember 1,
how early can I pay it off completely? I assume I should wait at least until
the 14-day return period has passed and the new DPP shows up on my acct?

The only reason I used DPP is for the $200 off promo. In the terms and
conditions, it didn't say anything about this. It only said "offer requires
new smartphone purchase with Device Payment Plan..."

It used to be 30 days before you could pay off the device. I'm not sure if that has changed recently

called the Verizon corporate store and left a message with the manager... she just called me back and said "as soon as the first device payment installment shows up on the monthly statement..." Since I don't see it yet, I guess I'll have to wait until my next statement prints in 11 days to pay it off completely.
