Verizon has never had the fee, either, of course. You always have the option of buying directly from Verizon in store or online, but of course, that could change, too and of course, Verizon is usually the highest price for the phones.
The $400 fee has been around from before the switch to Share Everything and the change in Verizon's policy on unlimited data users getting subsidized phones. They charge the fee because Verizon does not pay them if you downgrade the data on the line you used the subsidized upgrade on. Amazon, Walmart, Radioshack have always had this fee. Only Best Buy and Costco have not. I asked a Costco rep why they didn't charge the fee and he just said it was his company's policy not to. That could change at any time, but so far it has not.iv been seeing this (kind of hidden) on almost every retailers website.
