Okay, so let me just say I've been trying this since the announcement and it's been no dice for me. That is until, I added a couple of steps to this "trick". I noticed that if you force stopped framework and went back into it there'd already be like 20kb of data. So I took it a couple of steps further.
I went further than just "Turning off mobile data" - I dialed *#*#4636#*#* and killed my radio. 2nd, I turned off Wifi. Now, with a 0% chance of information exchange, force closed framework, cleared data, HOME screen button, swiped closed settings, back into settings, turned WiFi BACK ON, before it even grabbed my network, I was already in About Phone -> Status, clicking "CHECK NOW", as soon as the Wifi indicator turned blue, Check now was SUCCESSFUL!!!!!
I'm 15 miles north of Boston and was super skeptical after trying the trick all day yesterday/thursday.

This worked for me on first try after doing all the other tricks with no luck.
