Well, the extra $10 is so that they can continue to provide 4G service to more people. Without that extra charge, they wouldn't be able to afford building new 4G towers in more places..
So basically, if you live somewhere that doesn't have 4G service, you are paying extra for your plan in order for them to build those towers in your area.. Or at least, that's how i'm looking at it anyway.. I dont get 4G in my area, closest place is over an hour and a half away... But since they started the whole extra $10 dollars for 4G phones, they have built towers in I believe two or three more places. Although the towers aren't being built in my area yet, it doesn't mean they wont arrive sometime in the next 6 ta 12 months. and by then, almost every new phone will probably be 4G, thus forcing carriers to build more and more towers.
Granted, I've heard that Sprints 4G (Wiimax) is pretty much a pile of crap in most areas, and when indoors its nearly impossible to actually keep a steady signal (only based on what I've heard from youtube videos, blogs, forums, and such), At least they are providing it.. Even if the rumored deal with about LTE towers goes down, at least they already have some service up..
