Why does the screen turn on to show incoming calls, even when I'm in "Do Not Disturb" mode??

I've been trying to get my "Do Not Disturb" to NOT DISTURB my phone all day. No matter what I try, the screen ALWAYS activates when I get a call in "Do Not Disturb" mode. It shows an "incoming call" and asks whether I want to Accept or Decline it. It doesn't make any noise or vibrations, but it ALWAYS activates the screen. How do I stop this? (I have a Galaxy S7 with Android 6). I want NOTHING to happen when I get an incoming call from certain people (my work group) while I'm on vacation. Ideally, I'd like those calls to go to voicemail and I'll check them later.

Have you looked in settings within dnd app and made sure ALL calls are blocked?
