Why is my galaxy s10 only allowing 1 app to function and no access to it entirely otherwise

[Android Central Question]

The touch screen is functional, but only the app that is open can be used. I cannot drag down to access setting and I cannot use the back, home or history buttons on my touchscreen if trying to access outside of the app open.
There is a person icon on the home, back, history bar at the bottom of my screen and there is a opaque blue square center screen.

I cannot use power key, volume for any function accept screenshot and I cannot access screenshot after it is taken.

Does this happen in safe mode?
