Strange texting problem

On my wife's Galaxy S21 phone she can send text messages to our daughters Samsung Galaxy phone (not sure which model but recent) and our daughter receives them no problem. However when our daughter sends her a text she doesn't receive it. Here is the strange part. If my daughter sends a picture with the text message printed on the picture my wife receives it.

Any ideas as to what is happening here and how to fix it?

I was having this issue and I had to call the carrier to 'reset' my network settings (and I also did that on my phone; after that, texts started working again). Settings/General Management/Reset/Reset mobile network settings. Reboot, and try again.
