Samsung Kies not updating firmware for 4.1.2 on Samsung Galaxy s3

Samsung compatible apparently with my current firmware and so I can't see if kies would be able to update my phone to android 4.3. And also my phone is showing that there is no update available and I know for a fact there is an update that was rolled out by at&t this December. Can someone shed some light on these issues?

I had the same issue with my Galaxy Tab 2 at the time.. couldn't solve it
I had to manually download the update from their website.
