I need help on how to send pictures via email or phone # from my cell phone

Go into your gallery or photos app. Find the picture, open it, locate the share button (one dot on the left spots splits to 2 lines and 2 dots to the right), tap that and seeker either your mail or messaging app. You then follow the normal process to compose a new email or text message to send it.
