Where did you get the firmware from?
You sure you flashed carrier and not the unlocked firmware again?

Yeah. I wasn't able to get the latest firmware (the last one Ruben posted) so I used the last one that was marked for AT&T (SM-N975USQU1ASI2_ATT). Even got the ATT/ATT/XAA but no dice on the actual features. Even waited a day to see if it took time to activate. When I try to call, it changes the signal to 4G as well.

Yeah I wish it worked because I like the phone a lot but rather not deal with having to manually flash an update every time and also the risk of even if I got the features to work, the IMEI may provision itself and I lose the features again. Seems like eventually the IMEI will catch up whether that is 1 day or several months.

I would like to go over how you did this a little later , it's just something seems off here , as I have done this countless times between unlocked and carrier firmware and didn't experience this. I have 2 Sims Att and TMobile that I test those things out with.

Reason is I want go over in case someone else runs into this issue like you we can get to the bottom of it to see what went wrong.

Phone booted up with AT&T logo and had all the bloat that came with it. Even verified under settings>software information that I had ATT/ATT/XAA

Wifi calling gets the error message saying it can't activate and noticed when I try to call someone, the signal converts to 4G. The only OTA updates I got were security to November. Otherwise it said I had the latest software even though I was still on Android 9.0.

I waited 24hrs to see if it took some time to settle but no dice.

Put the SIM back into my old phone (AT&T branded S9) and wifi calling worked as well as all other features.

Sometimes it can take up to 48 hours after a flash to get those things working

So I took note of mustang7757's mention of it may take up to 48 hours for AT&T features (VoLTE, Wi-Fi calling, HD voice) to kick in after flashing the firmware. Strangely enough, they all activated just under 48 hours after I had flashed the firmware. I've tested everything and it works like intended for now. Crossing my fingers that some of the stories i've heard of it deactivating several weeks or months from now after AT&T re-provisions the IMEI aren't true.

Side Notes:
1. I used SM-N975USQU1ASI2_ATT.zip from October 2019 to flash and I was able to update to security patch through November 2019 (Now through February 2020)
**I used an old firmware instead of the latest because it was the last one marked for AT&T that Ruben had provided. Also wanted to test if OTA updates worked**
2. Unable to get further OTA updates (says software is up to date even though i'm on Android 9.0)
**UPDATE: After a few days, Android 10 update came through as well as the latest security patch**

4. I'm no professional at flashing firmware and my experience may be an exception

So I just went through the same thing. Bought an unlocked Note 10+ without understanding the ATT ramifications. Anyway, really long story short, I flashed from N975U1 to N975U. Got all the ATT bloat, but still no VoLTE, Wi-Fi Calling, VVM, etc. Eventually got a replacement SIM, but couldn't activate it. So after a lengthy call to tech-support, I got bumped to second level tech who properly provisioned my new SIM and voila! I now have an ATT phone with all the features. Tech did ask me at one point, "Did you buy the phone from ATT?" to which I lied my arse off and said "Yes!" (It was a sarcastic, wink-wink implied question.) So, my take is he added my IMEI to the whitelist allowing the additional features to be provisioned.

Thanks for all the great resources and information posted by everyone here, esp. Mustang. I never would have had enough courage to flash different firmware to my phone otherwise.

What Firmware build You On Cause if your trying to odin Oct Firmware that has bootloader v1 i'm assuming your on bootloader v2 so you cant go backwards on bootloaders.

Yeah true , most likely on latest unlocked version why can go to that Oct firmware. You have the recent Att firmware?
